Data Sharing Service Platform

The first proposal on Data Sharing Service Platform (DSSP) was put forward by Member States during the EGMFP-1 of Space Activities and Development relating to APSCO which was held in Bangkok in April 2005. It was further discussed in the First Meeting of ACPP which was held in Beijing in September 2007. The priority projects recommended by the Member States based on these proposals fully reflect the urgent needs of earth observation technology applications by using the existing resources and the advantages of organizational cooperation within the Member States. This project was approved by the First Meeting of the Council which was held in Beijing, China from 16 to 17 December 2008. During the Second Meeting of the Council held in Beijing, China from 17 to 18 December 2009, all Member States agreed that APSCO should conduct Feasibility Study on Data Sharing Service Platform and its Applications as a prioritized project.

The objective of this project was to build the data sharing platform and provide full service of the space applications and space technology to maximize the effectiveness to meet the demand of different levels of users from the Member States, Asia-Pacific countries and regional users, etc. The platform shall construct a bridge between space remote sensing data and applications to enhance the level of spatial information application techniques and data sharing, to support the demonstration, technical training, data communication, infrastructure construction, and to improve utilization capacity of space resources of all Member States.

In accordance with that APSCO began implementation on the first phase of the project, and thus achieved the first milestone towards implementation of the project. Seven companies of Bidders were recommended by Member States from Bangladesh, China, Iran and Thailand as interested parties in this competition, but only two Bidders from China submitted the bids by due date.

The Bid Evaluation Committee (BEC) was established with seven Members nominated and appointed by non-bidding Member States, i.e. Mongolia, Pakistan, Peru, and two from APSCO Secretariat.

On 15 April 2011, the Bid Opening was conducted in Beijing by the BEC, and organized by Guo Xing Tendering Company of China. At the last stages, there were only two bidders, China Center for Resource Satellite Data & Application (CRESDA) and Academy of Opto-Electronics, Chinese Academy of Sciences (CAS), who completed and were evaluated for award. CRESDA was declared by the BEC as the successful bidder and was invited for Contract Award.

The milestone event kicked off the first project of APSCO which was expected to be completed and operational by CRESDA in 12 months. It will benefit the Member States of APSCO to share remote sensing data for early warning, mitigating disasters and exploitation of resources by the Member States.

Taking over ceremony of APSCO Data Sharing Service Platform on 31st May2012 at APSCO Headquarters Beijing, China

On 31st May 2012, the taking over ceremony of APSCO Data Sharing Service Platform (DSSP) was held. APSCO hired the technical services of experts to monitor smooth establishments and taking over of the Platform as stipulated in the Contract between APSCO and CRESDA. The experts also ensured that the platform performance is in accordance with the requirements of the Contract. In the final testing, all Member States of APSCO have downloaded the images successfully from this platform.

By April 2014, DSSP was fully operational, and the users from Member States could query for images and put request for the Secretariat for downloading. Also, the Member States could put request for image capture by RS Satellites of China under framework of the Agreement with CNSA.

In 2016, as recommended by CNSA, China RS Geoinformatics Co. Ltd. donated Data Sharing Service Platform Cloud Mart to APSCO; it has new functions and more improvement with easier access for users to download data.Accomplishments and Outlook.

Accomplishments and Outlook

Up to now, The DSSP phase one provided over 5000 images and DSSP Cloud Mart has provided over 1500 images, which in total over 5500 to all Member States for multi-purposes, such as disaster management, scientific research, urban planning, etc. Also, two pilot projects were implemented based on the data from DSSP.

Over 300 people attended DSSP related trainings and pilot projects. The DSSP created a new method and opened new visions for Member States, to not only gain access to remote sensing data, but more importantly, the benefit of using remote sensing applications --- a solution to many conundrums for developing countries

At this moment, the DSSP phase II is under development, in the foreseeable future, the new DSSP will integrate more Chinese satellites data and resources from other Member States to provide better services and benefit all Member States by improving the capability of Remote Sensing applications.

Pilot Project and Trainings

Under the frame of DSSP, two projects: Evaluation of Different Remote Sensing Techniques for Drought Study led by Pakistan and Estimation of Rice Field using Multiple Satellite Sensors led by Thailand were carried out. The Progress Review Meeting on the Application Pilot Projects for APSCO Data Sharing Service Platform was held through teleconference on 8th September, 2015. The outcomes of these 2 projects were later shared among all Member States during the workshop in 2016.
The thematic training course on the “Basic Operation Training Course of APSCO Data Sharing Service Platform and Its Applications Pilot Project” was held during 6-12 March, 2012. In the training course, it introduced a general framework, structure, and technological processes of the ‘APSCO Data Sharing Service Platform’. The training course was designed to be practical, and the participants practiced on the system for different processes.

Training on the Application Pilot Projects for APSCO Data Sharing Service Platform was organized during 6th and 15th of November, 2013. The training mainly focused on the remote sensing data processing and remote sensing applications.

In 2017, a serial “States by States” trainings were implemented by APSCO with the name “Training Course on Remote Sensing Application and Data Sharing Service Platform”, This training course aims at stimulating interest of users or potential users from all Member States to realize the importance of remote sensing technology and guide them to use remote sensing technology for social and economic development by using the DSSP. With the help of China National Space Administration (CNSA), the course was designed by lecturers from the Institute of Remote Sensing and Digital Earth (RADI) under the Chinese Academy of Sciences (CAS), China Centre for Resources Satellite Data and Application (CRESDA), China Earthquake Administration (CEA), ChinaRS ltd and lecturers are from above mentioned departments. These training courses covered all Member States in five months, with 320 participants from over 60 different departments of government, universities and companies joined.

DSSP Application Pilot Projects

After establishment of APSCO’s DSSP in 2012, several proposals of Application Projects were shortlisted from Member States proposals. Two of them have been selected as the pilot projects in order to evaluate the function and performance of the DSSP:

Estimation of Rice Field using Multiple Satellite Sensors

This project was proposed and implemented by Kasetsart University, Thailand. The objectives of the project are to expand the collaboration under APSCO Data Sharing Service Platform framework; to develop methods for estimation of rice field based on data from various types of satellite sensors, including SAR and High-Resolution satellite images, and compare it with existing method which is based only on medium-resolution passive-sensor images from HJ-1A/1B satellites.

The project went on smoothly and was successfully closed out in December, 2016. Applying on the test field in the central area of Thailand, it was concluded that using the combined data from HJ1A/1B and SAR satellite could help the rice field estimation to be substantially improved with higher than 80% reliability. The algorithm and project outcomes of this project have been shared among APSCO Member states.

Evaluation of Different Remote Sensing Techniques for Drought Study

This project was proposed and implemented by SUPARCO, Pakistan. The objectives of the project are to apply data from HJ-1-A, HJ-1-B and other Satellites for drought monitoring in Pakistan through the APSCO DSSP; defining and evaluating different indices pertaining to meteorological data and vegetation; impact study of vegetation in rain-fed areas as a result of drought and give possible strategies towards mitigation of drought related impacts.

The project went on smoothly and was successfully closed out in December, 2016. It has been proven that, by studying time-series of different indices, such as NDVI, VCI, TCI, monitoring and mapping of satellite-based drought indices can provide reliable results, and can play an important role in predicting drought conditions in practice. The algorithm and project outcomes have been shared among APSCO Member states for applications in their own countries.

In order to further promote the utilization of the DSSP for socio-economic development of APSCO Member States, the Secretariat has called for more proposals from the Member States, and it is committed to support projects under the DSSP Application Projects to be promptly implemented.
