On 14 November 2018, the Pacific Space Cooperation Organization 10th Anniversary High-Level Forum on the theme, “Community of Shared Future through Space Cooperation”, was successfully, held in Beijing, China. Official representatives from 24 countries: Bangladesh, China, Iran, Mongolia, Pakistan, Peru, Thailand, Turkey, Mexico, Indonesia, Egypt, France, Germany, Japan, Singapore, Laos, UAE, Tajikistan, Turkmenistan, Oman, Columbia, Qatar, Algeria, Sri Lanka, and 8 space-related organizations: UN-OOSA, UN-ESCAP, UN-SPIDER, IAF, ESA, IISL, CRECTEALC, RCESSCAP, in all, more than 100 delegates attended this High-level Forum.
The Secretary-General of APSCO, Dr. Li Xinjun, hosted the opening session. The Minister of Industry and Information Technology (MIIT) of China, H.E. Mr. Miao Wei conveyed the Congratulatory Message from H.E Mr. Xi Jinping, President of China. The Ambassadors of Pakistan, and Mongolia delivered congratulatory letters from H.E. Dr. Arif Alvi, President of Pakistan, and H. E. Mr. Khurelsukh Ukhnaa, Prime Minister of Mongolia, respectively. Other congratulatory letters from Bangladesh, Iran, Thailand, and Turkey, were also received before the occasion. H.E Mr. Zhang Kejian, the Administrator of China National Space Administration, gave his welcome address on behalf of the Host Country; he wished to promote the social and economic development in the region through space capacity building, data sharing and knowledge spreading.
The Director of UN-OOSA, Ms. Simonetta Di Pippo expressed her congratulations through video message, appreciated APSCO for its contribution to the peaceful use of outer space, and facilitate space capacity building in developing countries. H.E. Mr. Masood Khalid, Ambassador of Pakistan, gave a speech on behalf of APSCO Member States; he expressed his gratitude and showed his confidence in the bright future of the organization. The Chairman of APSCO Council, Mr. Chinbat Baatarjav, gave his welcome speech. He high-lighted the achievement of APSCO in the past decade, and promulgated the Development Vision-2030 of APSCO.
In the ‘Space Agency Heads Panel’ session on the theme, “Community of Shared Future through Space Cooperation”: Dr. Johann-Dietrich Worner, the Director-General of Europeans Space Agency (Video message); Mr. Zhang Kejian, Administrator of China National Space Administration; Dr. Gerd Gruppe, former Head of DLR Space Administration; Mr. Amer Nadeem, the Chairman of SUPARCO; Mr. Carlos El Caballero Leon, CEO of CONIDA; Dr. Lokman Kuzu, Director of TUBITAK UZAY; and Dr. Li Xinjun, the Secretary-General of APSCO; made statements, and shared their valuable insights.
Imminent speakers, and high-level representatives, from member States Universities, and space-related international organizations, shared their views and presentations giving diverse perspectives, on the themes of next two sessions: “Capacity Building for Developing Countries through Space Cooperation”, and “Capacity Building for Developing Countries through Talents Cultivation”.
During the Forum, Council Members of APSCO, signed the APSCO Development Vision-2030, which would steer APSCO to the next development phase, opening a new chapter in space cooperation, and further enhancing prosperity, in the Asia-Pacific region. The Vision was based on the principles of “equality and sharing”, in utilizing the resources of member States, and exploiting the unique geographic advantage, and strengthening talent cultivation. APSCO is determined to promote the social and economic development in the Asia-Pacific Region. Distinguish Council Members, also witnessed the signing ceremony on the tripartite agreement between CNSA-APSCO-CMA, on application of FY Meteorological Satellite; three Agreements with: Northwestern Polytechnical University (NPU), Harbin Institute of Technology (HIT) and Beihang University, on degree-education cooperation; and MoU with NPU on establishment of APSCO-NPU Talents Training Base. By consolidating these favorable gains and conditions, APSCO will provide more benefit and tangible support to its Member States towards their capacity building.
APSCO also invited mainstream media on a formal Press Conference, organized on the same day, with a participation of more than 40 journalist from mainstream media. Chairman APSCO Council held the Press Conference to share the APSCO development Vision-2030 with the space community. The Secretary-General of APSCO, the Director-General of Strategic Plans and Program Management Department attended the Press Conference. The Secretary-General of CNSA, also represented the host country, and reiterated the strong support to APSCO’s growth, from the Government of China.
The APSCO Secretary-General thanked the Excellencies and distinguished participants for their contribution, and successfully concluded the High-level Forum.
