The 9th Annual UN-SPIDER Conference on Space-based Technologies for Disaster Risk Reduction-“A Policy Perspective” and Commemoration of 10 Years of UN-SPIDER Beijing Office was held 11-12 September, 2019 in Beijing, China. The Conference was co-organized by the United Nations Platform for Spaced based Information for Disaster Management and Emergency Response (UN-SPIDER) Beijing Office of the UN Office for Outer Space Affairs (UNOOSA) and the Ministry of Emergency Management of the People’s Republic of China, in collaboration with the Asia Pacific Space Cooperation Organization (APSCO), the Ministry of Foreign Affairs (MFA) of the People's Republic of China and the China National Space Administration (CNSA).
Inauguration ceremony was held in the morning of September 11, 2019. Dr. Li Xinjun, Secretary-General of APSCO, Mr. Zheng Guoguang, Vice Minister of the Ministry of Emergency Management (MEM) of China, Mr. Nicholas Rosellini, United Nations Resident Coordinator (UNRC) of China, Mr. Soe Aung, Vice Minister of Ministry of Social Welfare, Relief and Resettlement (MSWRR) of Myanmar and Mr.Sanya Praseuth, Member of Parliament and Vice President of the Economic, Technology and Environment Committee of Lao PDR gave keynote speech during the opening ceremony.
Dr. Li Xinjun, the Secretary-General of APSCO addressed the opening ceremony and received the plaques from UN-SPIDER Beijing office for partnering with UN-SPIDER. He expressed congratulation to the 10 Years establishment of UN-SPIDER Beijing Office and mentioned that APSCO has been actively supporting the UN-SPIDER Conference for the past few years and APSCO was dedicated to enhancing the cooperation with UN-SPIDER Office and other organizations engaged with space-based technology for disaster management and risk reduction to benefit the related countries; promoting technological advancement and multilateral international cooperation in space-related affairs across the Asia-Pacific region.
About 112 participants from 27 countries including 16 participants from APSCO Member States attended the two-days Conference. The Conference is bringing together national organizations involved in disaster management and generating geospatial information in the countries where UN-SPIDER technical advisory support was offered. The Conference was also attended by representatives of the UN-SPIDER regional support offices, various regional and international organizations, and experts from different parts of the world.
The conference explored a role of space technologies in contributing to the Disaster Risk Reduction strategies, policies and actions and contributed to target E of the Sendai Framework. The technical programme of the conference included 2 keynote presentations, 4 plenary sessions, 3 parallel breakout sessions and the concluding session that contained 38 presentations and 20 lightening talks. The institutional visit was organized to the National Disaster Reduction Centre of China.
