Sanya, China 6-8 September
Asia-Pacific Space Cooperation Organization (APSCO), in collaboration with European Space Agency (ESA) and China Institute of Space Law (CISL) organized the Space Law Workshop in Sanya, China on 6-8 September 2021. The theme of the workshop was “Regional Cooperation Schemes on Space Law and Policy”.
This workshop was organized under the knowledge exchange platform of APSCO, and co-organized by European Space Agency and China Institute of Space Law. Originally, the workshop was planned to be organized completely onsite, however due to the prevailing COVID-19 situation, it was organized on hybrid format.
The workshop was attended by representatives from the embassies of Bangladesh, France, Mongolia, Iran, Pakistan, Peru, Qatar, Russia and Turkey in Beijing and representatives from 10 universities from China, onsite.
Besides, the delegates from APSCO Member States, ESA member Sates and representatives from space agencies and space institutions from around 40 countries, participating online in the workshop.
The workshop was based on the following four session:
a. SESSION 1 Setting the Scene/ Rationale for Regional Space Cooperation
b. SESSION 2 Legal Tool-Box for Regional Space Cooperation
c. SESSION 3 Programmatic Implementation
d. SESSION 4 Contemporary Issues in Space Law and Regional Space Cooperation
The opening ceremony was held on 6 September and addressed by Mr. Amer Nadeem, the Chairman of APSCO Council; Ms. Yu Qi, the Secretary General of APSCO; Mr. Frederic Nordlund, the head of External Relations Department of ESA on behalf of Mr. Josef Aschbacher, the Director General of ESA; Mr. Gao Ruofei, the Acting Secretary General of CISL; Mr. Hu Zhaobin, the Deputy Director of Wengchang International Aerospace City Adminstration (WIACA).
Session 1 Theme: Setting the Scene/ Rationale for Regional Space Cooperation
It was chaired by Mr. Peter Martinez, Executive Director of Secure World Foundation and the speakers as following:

In session 4, two panel discussions were held under the theme of Contemporary Issues in Space Law and Regional Space Cooperation.
Panel 1: Legal Issues and Cooperation Mechanisms in Lunar Exploration
It was chaired by Mr. Gao Ruofei and attended by 9 experts, officials and professors which are Mr. Marco Ferrazzani and Ms. Rosanna Hoffmann from ESA, Mr. Aziz Koru, the Deputy Director General of External Relations and Legal Affairs Department of APSCO, Ms. Jiang Hui the Division Director of the International Cooperation Department of China National Space Administration, Mr. Yang Ruihong the senior engineer of Lunar Exploration and Space Engineering Center, Professor Gao Guozhu from China Beihang university, Professor Su Jinyuan from China Wuhan University, Associate Professor Wu Xiaodan from China Central University of Finance and Economics and Associate Professor Wang Guoyu from China Beijing Institute of Technology.
Panel 2: Challenges and Opportunities of New Space: A Legal and Policy Perspective
It was chaired by Professor Li Shouping from China Beijing Institute of Technology and attended by 7 officials and professors which are Mr. Niklas Hedman from UNOOSA, Ms. Merve Erdem Burger the research assistant from Turkey Ankara University, Ms. Lei Yidan the lecturer from China Zhongnan University of Economics and Law, Mr. Yang Kuan the assistant professor from China Beijing Institute of Technology, Mr. Jiang Shengli the Associate Professor from East China University of Political Science and Law, Mr. Long Jie the Assistant Professor from China Shen Zhen University and Mr. Kong Dejian the lecturer of China University of Political Science and Law.
On 8th September, the conclusion session of the workshop was held and presented by moderators of each session. In the end, closing remarks were delivered by the organizers APSCO, ESA, CISL and the representatives from Embassy of the People’s Republic of Bangladesh, Embassy of the Republic of Turkey and Embassy of the Russian Federation. All participants were appreciated for their active contribution to the workshop and they also expressed their sincere thanks to the organizers for the hard work and dedication to organize this workshop.
